Moving to a New City? Your Water Quality Checklist

A 6-step checklist for vetting tap water in a new home — look up the grade, read the CCR, check for lead lines, test, and filter what matters.

When you move, you check the school district, the commute, and the crime stats — but almost no one checks the water until something tastes off. That’s backwards. Water quality varies enormously from city to city and even house to house, and the time to learn yours is before the boxes are unpacked. A home two miles from your old one can draw from a different reservoir, run through a utility with a worse compliance record, or sit on a 1950s lead service line that the city has never replaced. None of that shows up on a listing. This checklist walks you through vetting your new tap water in six straightforward steps, whether you’re renting an apartment or buying a house on a private well — and it tells you which steps to do before you sign and which to do the week you get the keys.

Work the list in order. The first two steps cost nothing and take ten minutes; do them before you sign a lease or close on a house, because a poor utility record or a string of health-based violations is worth knowing while you still have leverage. The last four are about your specific address, and most of them happen after you move in. Used together, they take you from “I hope the water’s fine” to “I know exactly what’s in it and what, if anything, I need to do about it.”

Before You Sign or Close

The public record is the part most movers skip, and it’s the part that’s free, fast, and available before you commit. Every community water system in the United States reports to the EPA’s Safe Drinking Water Information System (SDWIS) — the federal database of violations, monitoring results, and enforcement actions. When you read a utility’s SDWIS record, three things matter most. First, health-based violations — exceedances of a maximum contaminant level for something like nitrate, arsenic, or a disinfection byproduct. These are more serious than the second category, monitoring and reporting violations, which mean the system failed to test or report on schedule rather than that it delivered unsafe water — still a red flag about management, but a different kind. Third, look at whether violations are recent and recurring or old and resolved; one fixed problem from years ago is very different from the same exceedance showing up year after year. A system with a long, clean record and full PFAS monitoring is reassuring. A system with repeated health violations or one that simply hasn’t tested for PFAS at all is worth a closer look before you commit.

Knowing the system’s name also matters. A single city can be served by more than one utility, and a large address may sit on the boundary between two. Confirm which water system actually serves your specific street — the utility name on a prior resident’s bill, or your WaterVerge city page, will tell you — so you’re reading the right record and, later, requesting the right report.

Step 2: Read the CCR Line by Line

Once you know the utility, pull its annual Consumer Confidence Report (CCR). Federal law requires every community water system to publish one each year by July 1, and it’s free — usually posted on the utility’s website or available on request. The SDWIS grade tells you the headline; the CCR tells you the details.

Read it in this order. Start with the source — surface water (a river or reservoir) behaves differently from groundwater (wells), and a system blending both can see more seasonal variation. Next, find the detected contaminants table, which lists each substance found, the level detected (often as a range and an average), the EPA limit (the MCL), and the goal (the MCLG). The number that matters is how close the detected level sits to the limit: a contaminant at 10% of its MCL is a non-issue, while one consistently at 80–90% is worth watching and may climb in a hot, dry summer. Pay particular attention to disinfection byproducts such as total trihalomethanes and haloacetic acids, which tend to run higher in warm months, and to nitrate, which spikes seasonally in farm regions after fertilizer application and snowmelt. One caveat the CCR won’t volunteer: it describes water leaving the treatment plant and traveling through the mains, not the water arriving at your tap after it passes through your building’s pipes. For lead specifically, the CCR’s “90th percentile” number comes from a sample of homes across the system and may not reflect yours at all. That’s why the public record is only half the job.

Step 3 & 4: Know Your Home

Here’s the part the city data can’t tell you: what your specific home does to the water after it arrives. The two biggest variables are plumbing age and water source, and the questions you ask depend on whether you’re renting, buying, or inheriting a well.

You can still protect yourself without touching the plumbing. Ask the landlord the building's age and whether the service line is lead. Make water part of your inspection. Ask the seller for the service-line material and any past test results, and consider a water test alongside the home inspection — especially for lead if the house is older. As the owner, you can replace a lead line and install whole-home or under-sink treatment.
No one is testing it but you. Private wells fall outside EPA regulation entirely — there's no utility, no CCR, no oversight. Test before you drink, at minimum for bacteria, nitrate, and any local concern like arsenic or PFAS, and re-test annually. Start with our well water testing guide.

The dividing line that matters most is age. Lead enters drinking water almost entirely from the home’s own plumbing — service lines, solder, and fixtures installed before the 1986 federal ban on lead materials — not from the source. A house built in 2010 on a city with a mediocre grade is far less of a lead concern than a 1940s house on a city with an A. If your new place is older, treat lead as the contaminant to rule out first.

You no longer have to guess about the service line. Under the EPA’s updated lead rule, every water utility was required to compile a service-line inventory identifying the material of the pipe connecting each address to the main — lead, galvanized, copper, plastic, or “unknown.” Many utilities now publish a lookup tool where you enter an address and see its classification. Check it for your new home; an “unknown” result is itself a reason to test, because utilities default to that label when they have no record either way. If the inventory or the seller’s disclosure flags lead or galvanized pipe, you know to filter at the tap and, as an owner, to budget for replacement — increasingly with utility or federal cost-sharing.

The questions to ask differ by situation. Ask a landlord: the year the building was constructed; whether the service line has been replaced and to what material; whether tenants have ever received a lead notice; and what the water “does” — discoloration, pressure drops, or boil notices. Ask a seller: for the service-line material and any prior water-test results; whether a softener, filter, or treatment system is installed and when its media was last serviced; and, critically, for any history of the well if the property has one. Put water testing on the same footing as the roof and the furnace: a water test added to the home inspection costs a fraction of a percent of the purchase price and can surface a lead or nitrate problem while you still have room to negotiate a repair or a price adjustment.

Step 5 & 6: Test, Then Filter

The city grade and CCR describe the water leaving the treatment plant. A home test describes the water reaching your glass — and only the second one accounts for your pipes. For most movers, a single certified test kit or a state-certified lab test settles the question.

Prioritize testing if…

What you test for depends on your source. On municipal water, the utility has already verified the regulated contaminants leaving the plant, so your home test is really about what your building adds — lead and copper from plumbing are the priorities, and a first-draw sample (water that’s sat in the pipes overnight) is the one that catches them. On a private well, you are the utility: test at minimum for total coliform bacteria and nitrate, plus arsenic and PFAS where local geology or known contamination warrants, and re-test annually. A certified laboratory test is more definitive than a strip kit for anything you’ll make a health or money decision on; many state and county health departments offer discounted well-testing programs for new owners. Once you know your results, match a filter to the problem — not to marketing. A chlorine-taste issue needs nothing more than a pitcher or faucet filter; confirmed lead calls for a certified NSF 53 unit, which you can run as a faucet or under-sink filter; PFAS or fluoride means reverse osmosis. The point of testing first is that it tells you whether you can spend $30 on a pitcher or genuinely need a few hundred dollars of treatment — most homes land at one extreme or the other, and guessing usually means overspending on a system you don’t need or underspending on a problem you do have.

Your First Week in the New Home

The first days in a new place are exactly when water sits and stagnates, so a short routine before anyone drinks deeply matters.

  • Flush every fixture. Homes — especially vacant ones between owners or tenants — leave water sitting in the pipes for days or weeks, where it can pick up metals and lose its disinfectant residual. Run each cold tap for several minutes until the water turns noticeably colder, which means you’ve pulled fresh water from the main rather than what’s been standing in your plumbing.
  • Run the cold line for drinking, never the hot. Hot water dissolves lead and other metals from plumbing far more readily than cold. Use the cold tap for drinking, cooking, and especially mixing infant formula, and let it run briefly first if it’s been sitting.
  • Clear the water heater and appliances. Run the dishwasher empty once, replace any existing refrigerator or pitcher filter you inherited (you don’t know its age or history), and flush the ice maker’s first few batches.
  • Test now, while it’s on your mind. The move-in week is the easiest time to take a first-draw sample and send it off — before the unpacked chaos makes you forget for a year.
  • Note the season. If you’re moving in late summer into a farm-belt region, nitrate may be at its seasonal peak; if you’re somewhere with chlorinated surface water, disinfection byproducts also tend to run higher in warm months. Both are reasons to test on arrival rather than assume the CCR’s annual average reflects the day you move in.

Special Considerations for Families

Some households can’t treat water as a “probably fine” question, and a move is the moment to set the standard you’ll keep.

If anyone is pregnant, contaminants like lead, nitrate, and certain disinfection byproducts carry risks specific to fetal development, and the safe move is to filter or use a tested alternative until you’ve confirmed your tap. If your new home has a well, test it before drinking and re-test annually for bacteria, nitrate, and local contaminants. Never assume a well is safe because the previous owner drank from it; many county health departments offer discounted testing for new owners.
